Our Sources
AskOnward does not invent BIR rules. Answers are grounded in official public documents published by the Bureau of Internal Revenue, so you can trust that the information traces back to the same material taxpayers and accountants already use.
Where the data comes from
The core library is the BIR Citizen's Charter, the BIR's official published catalogue of taxpayer-facing services. It covers requirements, forms, fees, processing times, and where to file for everyday procedures like registration, TIN issuance, authority to print, and business closure.
Alongside the Charter, AskOnward also indexes selected Revenue Memorandum Circulars (RMCs), Revenue Regulations (RRs), and key BIR forms. These fill gaps when a mid-year issuance updates a procedure before the next Charter edition is released.
Why this matters
Generic AI tools often answer tax questions from the open web, forums, or outdated blog posts. AskOnward searches a curated library of BIR publications first, then explains the matching passages in plain language. That keeps answers closer to what the BIR actually publishes, and farther from hearsay.
When a question sits outside this library, AskOnward says so instead of guessing. You still confirm important details with the BIR or a qualified professional before you act. See our Disclaimer.
Why we use these documents
- The Citizen's Charter is the BIR's own public service catalogue, updated by edition. It is the clearest single reference for how common BIR transactions work.
- Keeping several recent Charter editions helps AskOnward prefer the newest wording while still recognizing services that older editions described differently.
- RMCs, RRs, and forms catch time-sensitive updates (deadlines, eBIRForms packages, filing guidelines) that may not yet appear in the latest Charter snapshot.
- Every document in the library is a public BIR publication. AskOnward is not affiliated with the BIR; we read the same materials anyone can download from official channels.

What this is not
AskOnward is not a substitute for a CPA, lawyer, or the BIR itself. It does not cover foreign tax systems, and it does not claim that every RMC or RR ever issued is already in the library. For the latest mid-year memo that has not been indexed yet, verify directly on bir.gov.ph or with a qualified professional.
